Hi,

Two ways that this can be accomplished.

1.  The shortcut for adding rows or columns is the use of the Option key.  So, 
let’s say you’re on cell f5, pressing option-up arrow will add a row above f5, 
thus moving everything in row 5 down to row 6.  Option-down adds a row below, 
Option-right a column after and Option-left a column before.  This is 
reasonably quick for adding smaller numbers of rows and columns.

or...

2.  To add a larger number, you need to select that number of rows or columns 
then choose the related item from the menu.  So, for example if I highlight 
rows 7 through 20 (14 rows), then choose add row below from the menu, Numbers 
will add 14 rows after the selected set.  Choosing Add Row Above from the menu 
would add 14 rows above row 7 pushing the contents of 7 down to 21.
