I believe That is not a bug but by design and I only barely notice this when the wrap sounds play. Not during the selections sounds The sound effects are there as a means of providing other types of information such as spacial. If they fired at the same time as speech, they would be squashed. Also, the effects happen quickly enough that any delay in speech is hardly noticeable. What specific situation are you finding problems with? You should always include that in any bug report.
