No, it's not there on Yosemite 10.10.3. The closest thing I see is to automatically speak alerts when displayed, but I gather that is for all alerts, not just the battery. I don't want the things speaking every single God forsaken alert. I only want it telling me when my battery's low.

Hello; Listers, I called Apple Accessibility and I found my answer this is for Chris Gilland! Go to system preferences and then go down to dictation and speech, then go to the text to speech tab In their you should find it! Let me know if you need any more help and I will sure help you out! :)
