Don't think you understand what the issue is. I'll try to explain better.
So sometimes on the desktop when you go to the window switcher (VO-f2
twice), there are notifications. I want to access these notification
with a quicker keystroke. There is no other apps running. CMD-accend
doesn't switch to these windows.

dialogs that you can get to with VO f2 in the Window switcher.
For example, a finder alert, VPN alert or a notification.
