I know for the recipient it rings both phones. Both my parents have
iPhones on one AppleID so when I use FaceTime to call them both of their
phones ring and I get whichever one answers first.

First thing, if you want to place a call over wifi using the cell connection on
your iPhone, you need to enable this in FaceTime preferences. So check iPhone
cellular calls.
If you just want to use face time audio though, when you press the FaceTime
audio button, and the pop up appears, select the first option which is FaceTime
audio. If you wish to dial a phone number using the cell connection on your
iPhone, select the phone number in the menu. Keep in mind, both your Mac and
iPhone need to be on the same wifi network for this to work.
