This isn't anything to notify Accessibility about. This is perfectly normal
behavior. Some commands are not mapped. If you want to map them, you can
set them up as a keyboard commander through the Voiceover Utility.
You'll find that 95% of the commands have keystrokes already associated with
them, but there indeed are those few that don't.
