I just made a strange discovery about the Appstore. If I launch it from the Apple menu, the download option does not show up for 10.11 in purchases. Launching from the menu must be running it with a particular switch. So, be sure to launch the Appstore from the applications folder. I can always find the download option in my purchases when I do that.
