Interesting. I'm helping some developers of a webmail system and they are going to give CKEditor a try because it claims to be very accessible. I wonder if the site you are having trouble with is using the latest version?

If not, then that is the issue. I mention this because you are entering 
information into the editor then the editor should pass this to Safari for 
rendering and Safari should pass it to voice-Over.

At least that is how I see the flow should go.
