I believe you can only send recorded messages to other iPhone users if they do not have access to the apple network that feature will not work.

Just got an iPhone 6 and the user manual says that I can send voice messages as well as text messages. I am able to get to the voice aspect of the messaging if I compose a new message to someone, however, if I already have an existing conversation going I have not found any way to bring up the voice messaging feature. VO says to double tap and hold the attach media button for fast options, but when I do that nothing happens.
