Hi,

In Settings, Photos & Camera, make sure that Optimize Photo Storage is enabled. 
 This will move the originals up to the Cloud and leave optimized versions on 
your iPhone saving space for you.  If this isn't enough, then you may need to 
remove other media to make space.
