I'm not sure how the group chat thing works, but hangouts in general with Safari, at least is freaking amazing! I have done a Hangouts on Air, and also have joined a private hangout, and in both cases, it worked phenominally.

Judging by my experience last week, it's sufficiently accessible that you can join a meeting. I haven't investigated the accessibility of Google Hangouts
much further as yet.
