Hi Shawn, the setting in the dictation and speech preferences to speak alerts 
is separate from VoiceOver, so it should work whether or not you have VoiceOver 
running. If it doesn't, I'm not sure what may be going on.

knowledge to have notifications from the notification center speak 
automatically if someone turns off Voiceover like I do when I'm doing something 
in VMWare Fusion or playing RS Games. Also in new versions of Skype due to them 
stopping support for Growl, in my experience Voiceover doesn't read incoming 
IMs sometimes when in the chat window. That's why having Skype 6.15 and Growl 
is a good combination. Also I have Growl set to work with Night Owl to read my 
tweets automatically since Voiceover doesn't handle having multiple tweets 
thrown at it in the notification center. Also, until I can find an accessible 
weather client to replace Menuweather or Orbis as it's called now, Growl and 
Omnigrowl will have to do.
