Absolutely.

go to your Voiceover utility, and look under the navigation category. All that you're trying to do is right in there.

The pointer at the current position when keying around in an
application or menu etc., I call the system cursor.

Does anyone know if it is possible to lock the system and mouse
cursors so they move jointly when keying around?
