I had a similar problem when Apple music first came out. I could no longer 
access my iTunes match library. This is what I did in settings/music there are 
silver headings, one of which is Apple music there is a checkbox to turn it 
off. the next heading is library there's a checkbox there to turn iCloud 
library on. Perhaps one of these will answer your need. Your question isn't all 
that clear, but if you want to turn Apple music off then check the checkbox 
under Apple music.  if you want instead to turn off syncing your iTunes library 
I would imagine you would uncheck the box under the library heading. You're 
going to have to play around with these sorry I can't help more
