OK, this has been going on for a while now, and I've not said anything on list 
about it, as I was hoping that Apple Support and I could both get to the bottom 
of this.  Frankly, the senior tech I'm working with, as well as myself are both 
incredibly stumped on this one.

I have ICloud Music enabled on my mac, which again, is running OSX 10.10.5 
Yosemite, and ITunes 12.3.  It's important that I also let you all know that 
this problem I'm fixing to describe is happening on all three of my I O S 
devices, all of which are running the I O S 9.0.1 official release.  therefore, 
I have narrowed down that this doesn't appear to be device specific.

I had an mp3 which a friend sent me of his band.  I got it imported into my 
ITunes.  Before anyone asks, yes.  The meta ID3 tag data was all encoded 
correctly into the file.  Once I imported the track into ITunes, I went to the 
file menu, and then to library/Update ICloud Library.  I was able to see in the 
activity popover that the song did successfully get uploaded to ICloud.  When 
in song view, I am able to see in the ICloud status column that it has been 
successfully uploaded.  I also see this in the details screen under "Get info" 
for that track.  It also shows under downloaded status, "Local".  Along with 
this, are other songs which I've not necessarily downloaded for offline 
playing, but I've added to my ICloud library for streaming through Apple Music. 
 Currently, I am subscribed to the $14.99 Family plan.

On all of my I O S devices, I have them set to show all music, including that 
in the cloud, not just on my device locally.  I have well enough space left on 
the devices to hold this one track.  Trust me, I looked.  Also on the devices 
under Apps and ITunes Store settings, I have Music enabled.

Now, here's the weird thing.  Try as I may, with ITunes, syncing, and updating 
the ICloud library, none of my music from ICloud is syncing down to any of my 
devices.  No, I don't have ITunes Match, just Apple Music.  No, my Apple Music 
has not expired, and I have well plenty of ICloud storage space capassity right 
now.  I confirmed this as well, so that's not the problem, believe me.  When I 
bring up the settings for all of my ICloud devices, it indicates that ICloud 
Music is enabled, therefore my phone will grab items from ICloud.  Again this 
isn't happening.  It's not even just this one song.  None a my music from Apple 
Music that I've added to my ICloud library is showing up on any of my I O S 
devices either.  I even have tried using my super drive, and importing a very 
very well known store bought CD I own into my library, then getting it to 
transfer over.  Even that isn't working.

I can see all of the items on my mac in ITunes with no problem, and all of the 
tracks play flawlessly.  I just can't for the life a me get them to sync over 
to my I O S devices, try as I may!  Has anyone seen this in I O S 9, and short 
of the trouble shooting I already've done, any other suggestions?  I've even 
deleted my library extras, and library genious ITDB and my Library ITL files, 
and let ITunes rebuild them from scratch.  I've also deleted my ITunes.PList 
preferences file, just in case it was corrupted, and that didn't work either.

The only thing I've not done is to run a permissions repair on my hard drive, 
which is the next thing I'm gonna do.  If that doesn't work though, then I'm 
totally clueless!

Of corse, yes, I've rebooted the devices, and the mac both.  Many many times.

Guys, I... I yai yai!  I'm at my whit's end!  Any ideas?
