I'm not 100% sure how officially certified, if you know what I mean, that article you red online about the 16GB is but that said, I've heard the same thing apparently. I'm definitely looking into this more, as I'd absolutely love! to upgrade my polycarbon mid 2010 system a bit, if that be the case. Actually, anyone that has the version of Snow Leopard that introduced the Mac App Store can run El Capitan. As for your question about specs, Apple recommends that you run it with at least 4 GB of ram. Sure, you can run it with 2, but you're probably asking for trouble if you do.
