For the USB method, yes it is; devices will not connect themselves merely because you've launch the VM. However, you can specify what happens to devices that are plugged in since the machine starts. The settings are in Settings under USB and Bluetooth; change the value of the pop-up buttons in the table, or—if the machine is up—check or uncheck the boxes to attach or remove devices from the system.
The sharing method uses pathnames, so as long as they remain valid and unchanged, the machines can use them every time they are started, from the moment they boot up. -- The following information is important for all members of the Mac Visionaries list.
