Hi, Audacity will work for this. Unfortunately audacity and most other mid to high end tools will want you to convert to wave, then split, then save back to mp3 which is something you don't really want to be doing, especially if the quality is poor to begin with.
I'm sorry I can't be more help. I used to do this type thing all the time under windows, but these days I never have to worry about it.
