It's not. I ran into this the other day, and wrote an email to Apple about it. 
They said they would look into it, as they usually say, and suggested that 
using the rotor is currently the fastest way to switch languages. Just put the 
voice you need on your Mac, then use vo-cmd-left or right to find "voice". Now 
vo-cmd-down until you find the voice you want for the language you need, and 
then repeat the process to get back to English. That's the best we can do for 
the moment.
