Hello, everyone.

I am a fairly new MacBook user who has run into a web page whose
navigation looks odd to me.  If I go to

http://www.amherst.ny.us

and press the VO-left and VO-right keys, I am told the only content of
the page is a table with one column and two rows.  Attempts to
interact with this table produce no results.  However, if I press the
"web summary" key (VO-Shift-I,") I note there is quite a bit of
content on the page in the forms of links, form controls, etc.  If I
use the Tab key to look at links, the page suddenly comes to life.
What is causing this odd navigational behavior?  How should I navigate
the page most efficiently?
