You can completely erase the phone without losing anything from the cloud by 
going to Settings, General, Reset, and choosing Erase Content and Settings.  If 
you have Find My iPhone on, you’ll be prompted to type the password to turn it 
off.  Then your phone will be wiped and you can give it to your mother.

The cloud doesn’t store everything on the phone.  Even iCloud only stores your 
settings and camera role.  The content on your phone, including all your apps, 
must already be available on your account; if you sync with iTunes, you have to 
have that library to put whatever content you got from outside of Apple back on 
your phone.  I therefore recommend you connect your phone to iTunes one last 
time, if you are using iTunes at all, and transfer your purchases, and run an 
encrypted backup.  In this way, you can easily restore your new phone, without 
needing iCloud, if need be.
