I can’t offer any opinion on the performance of the networks you’re on, 
although it certainly sounds like the US has a pretty rough time of it when it 
comes to fixed-line broadband competition.  However, I can definitely say that 
using mobile broadband as your primary Internet connectivity, while a highly 
attractive proposition, comes with pitfalls.  Unless you negotiate a certain 
level of service, I’d say it made for no better than a secondary option, in 
case the primary goes down.  It is wireless, so theoretical speeds will never 
be achievable in practice.  You will have to get a “Mi-Fi” router dedicated to 
the task of providing your connectivity, because using an iPhone will probably 
prove frustrating (a five device limit, and frequent disconnections as the 
phone tries to save power).  Then you need to ensure you have the tethering 
add-on and whatever data allowance you might need.  Finally, most mobile 
connectivity uses NAT, so you won’t be running any server services, and you 
might experience less performance with peer-to-peer applications.

But, if you feel you want to, why not give it a try?  It was fun for me while 
I’m holiday—perhaps it’ll be fun for you the whole time.  Indeed, I’ll go out 
on a limb here and suggest that if you want to verify the efficacy of your 
technology choices, you should go on holiday. :)

Apple TV and Time Capsule can both function as wireless clients.  Just join 
them to your new network.  Or, as you said, you could just peer-to-peer stream 
to Apple TV, and continue to use AirPort for providing a non-connected Wi-Fi 
and Ethernet network (you’ll have to disable the warnings).  While joined to a 
wireless network, AirPort’s Ethernet ports are useless.
