Oh, wait a minute.
Are you saying that Photos is coming up when you boot the mac, or do you
mean it's coming up when you plug in an I O S device. Sorry, I'm way behind
on list mail. Had a virus on one of my Windows, go figure, PC's the other
day, so have been incognito for a few days. If this has been answered
effectively already, then forgive me for adding traffic.
If, however, photos is popping up when you plug an I O S device in, you can
easily shut this off by openning the photos app, (not, by the way, to be
confused with IPhoto,) and in here, find your I O S device in the table, go
to its preferences, and you can disable it from coming up automatically.
If it's coming up when you boot the mac, on the other hand, then yes, the
below original message is correct. You'd then want to look in your startup
login items.

You can also bring up the contextual menu of the app in question on the
Dock. Under options there, you can find a startup option.
