At the time, I simply deduced the country of origin purely from the whois 
output for the IP range in question.  It only tells us about the network’s 
ownership, not the individual.  It’s not at all accurate because networks can 
be routed anywhere.  The network is a Canadian ISP called “Amanah Tech”, 
whoever that is.

Curious though, I tried looking up the IP address 204.187.100.19 in other 
databases, to see where the address really might be.  It is, in fact, in 
Toronto, Ontario, Canada, but it’s also a potential proxy server.  It could be 
shared space used by an ISP, or it might actually be a proxy server, in which 
case it will mask whoever is behind it, probably locally just to an ISP but 
also potentially wider than that.

So our perp could be anywhere, really, but probably at least in the general 
vicinity of Canada. :)
