Just for the record, it seems to impact the Alex voice on iOS. The main 
difference is that you can simply restart VoiceOver and everything is fine, but 
on the Mac, the entire system becomes useless until you restart. On iOS, if you 
use Samantha, a Siri voice, or other Nuance voices, you'll be fine. Same with 
the Mac, but Alex is default on the Mac whereas Samantha is default on iOS.
