Hi Stacey,
The only way to accomplish this task is to create a folder action on the 
downloads folder.
To do this, do the following.
1. Go to the desktop with VO shift D.
2. Press command shift H to go to the home folder.
3. Find your downloads folder and press VO shift M to open the context menu.
5. Press return on “Folder Actions Setup…”
6. Once this dialog box opens, you should see a table with 13 items. You want 
to select the first item "add - new item alert.scpt.”
7. Press return to activate the “attach” default button.
8. When the dialog box closes, you have to check the "Enable Folder Actions” 
checkbox.
9. Once the box is checked, it will ask you if you want to apply this action to 
unprocessed files as well.
This is up to you whether or not to say yes or no.
Now you can close the window.
When a file finishes downloading, it will ask you if you want to open the 
downloads folder or not.
