The easiest way to do this is through iCloud. Enable iCloud contacts on both your Mac and iPhone and make sure all your contacts are stored in iCloud. As far as transferring and syncing apps from Mac i don’t quite understand what you mean. If installing Mac apps on iPhone is what you meant that’s impossible. iTunes stores all the IPA files so if the iPhone apps are stored on there you could sync.
