Okay, Because this may effect others, I am going to cross post this.

After reading this thread, I discovered that there appears to be a bug in
iBooks iOS 9.3.

When the Purchases Tab is activated, in iBooks, the display changes to a
list view as follows:

Updates, Books, then Audio Books.

If one selects one of these items, for example Audio Books, a secondary list
view describing categories such as All Books, Recent Purchases, Business,
Fiction, etc is displayed.  

It is this secondary list that is currently inaccessible via VoiceOver.
However, if one disables VoiceOver, then selects one of these secondary list
items, then re-enables VoiceOver, the resulting lists of titles is VoiceOver
accessible.

So, please join me in reporting this bug to Apple.
