Perhaps check in two locations on both Mac and iDevices. Mac System
prefs, iCloud and also Internet.
On iDevices, iCloud as well as Mail Contacts and Calendars.

combine them with a cut and paste move but in general, if you’re
syncing devices to iCloud you should be able to see the same
contacts on one as the other and when you add a contact to one
device it populates your others.
