This is all expected behaviour if the devices have any other means of reaching 
the Internet.  This probably includes the case where you’ve changed network 
SSID while the old network is still running.  If you change the SSID and then 
make sure everything is disconnected from any network first, then is the time 
to see what adding a new network does to your other devices.

Go to Settings, General, Reset, Reset Network Settings on every device, thus 
throwing away any key you have and ensuring that a device isn’t latching on to 
some other network.  Make sure any hotspot is turned off, so you’re not getting 
data that way.  Bonus points for going on a Mac to System Preferences, Network, 
Advanced when Wi-Fi is selected, and then deleting any Wi-Fi network from 
there, thus purging your Keychain.

Now you can try it. :)
