That does make good sense, but it doesn't answer the question of how did my 
iPods update the first time I did the change of SSID?

 They don't have mobile data, but they do I believe have keychain setup on them.

OK, there we are then, expected behaviour.  If that cell connectivity is up 
while the Wi-Fi is down, then it’ll receive your updated keychain the moment 
you add the network back to your other device, which transmits it the moment 
it, itself, is up on Wi-Fi.  Now that your iPad has Wi-Fi configuration for a 
nearby network, it joins it.  It’s magic.

But you’re still right to be surprised.  It is one of the reasons I myself 
don’t use Keychain.  I’d be inclined to use it more if I could control the 
server where the data was stored, but I can’t.
