Did you enable the accessible mode? When looking at https://secure.ssa.gov/iClaim/Ent001Submit.do There were two sets of radio buttons. If you use the arrow keys and tab keys on the radio buttons then what is spoken is what is selected, and VoiceOver in high verbosity mode did speak selected when a radio button was selected.
The second question (radio button ) asks if you are blind and using the accessible version of the application. I did not fool with that button.
