I’m not sure I’m getting what your trying to do.

Disk Utilitiy is a Mac OS service / application, I don’t know that you could 
format or partition a USB drive of a windows VM using disk util.

If you insert the USB to the mac and then format or partition the USB using 
disk utilities  and then connect the USB to your windows VM  would this not do 
what your trying to do?

You could format the USB under disk utilities as a FAT32 drive and then install 
as part of  the VM windows installation, however it will most likely want you 
to reformat it as an NTFS file system

Hello all,

In a VMWare virtual machine, I’m trying to use the diskpart utility to format a 
USB drive so I can use it to install Windows.

When I try to do this, Diskpart gives an internal error and the drive unmounts 
from the VM.

Has anyone had success performing this kind of hardware function from a virtual 
machine? If not, is there a reason why it cannot be done? The device is, of 
course, set to “connect to Windows” rather than “connect to Mac”.
