Yes I see what you mean, it's odd, I tried the same thing and it keeps kicking 
you out of the title etc tab, back to book shelf.

I really need to edit my books so the meta data keeps it all together.

I don't think bookshelf is an overall setting. It is part of a group of four 
buttons apparently, based on what voiceover tells me. And if you're in a 
category, such as cookbooks, or novels, and you sent to titles, then you close 
the app and come back you're back to bookshelf again. There's no way it seems 
to have titles set as your default listing view if you can call it that. Also, 
if you select titles, bookshelf then becomes unselected, another indicator that 
it is part of a group, and not a standalone setting that supersedes other 
things no matter what.
