Hi Don, Having installed OSX a number of times now I can tell you that it's not quite like that.
When you turn the computer on a voice will advise that the operating system has a built in screan reader and then how to enable it. That is where you can press Command F5. Note though that as part of this notification from the machine, it will tell you how to run the built in help / instructions for voiceover also.
