Hi, I don’t know if this will help you, but I was getting the same message when trying to put books on an NLS cartridge, which was empty. A friend told me to empty the trash on my Mac and try again. It solved the problem. So now before I attempt to download any books I just empty the trash on my Mac. I still can’t figure out why that works but it does.
