I live in the U.S. and have used a guide dog since 1993. Each school here has a different policy concerning ownership.
I have received all three of my guides from www.guidedogs.com out of California. I cannot speak thru experience concerning other schools but gdb has a policy that after one year a grad my apply for and receive ownership of the dog. However, they retain the right to remove the dog from the grad at their discretion. After the dog retires the ownership becomes permanent. In Sweden it's the blindness organization that owns the guide dogs, we just use them, borrow if you so will and so taking a dog away is perfectly ok, if the owner so chooses.
