 I need to get my head around the new disk utility  interface,

 I still keep a Yosemite installer and installed systems on a USB that allows 
me to use the older style of disk utility.

I guess it wont be coming back with the Mac OS Siera

Well, I am happy to report that, after a lot of fiddling around, as I did not 
find any articles via Google that directly addressed my USB key partition 
deletion problem, I was able to delete the partition, create a new El Capitan 
USB install key which, I'm happy to say, runs without any problems.

To me, the Yosemite disk utility was more intuitive.  In El Capitan, it would 
seem that the Erase tab does all of the proverbial heavy lifting when it comes 
to reformatting and deleting the primary disk partition.

The short of it is:

When you want to delete a primary partition, you must select the physical drive 
in the disk selection table.  Next, instead of going directly to the Partition 
tab, as I kept doing, go to the Erase tab and select how you want the disk to 
be reformatted; in so doing, you will erase the primary partition.  To me, this 
is not intuitive.  However, this is how it works, in El Capitan.

All's well that ends well.

I hope that some of you find this helpful and should you need assistance in 
using El Capitan disk utility, just let me know.
