Hi, For Safari Bookmarks, History and such to sync between devices, you must make sure that Safari is checked in your iCloud Preferences in System Prefs on your Mac as well as it also being enabled in Settings, iCloud on any iDevice you want to have Safari content syncing. With respect to Hand-Off, your Mac must first be at least a 2012 or newer model with Hand-Off turned on in System Prefs, General as well. In each case, the feature needs to be enabled on both units you wish it to work with.
