Hi, If the MacMini was purchased with the Trackpad straight from Apple, it is usually already paired for you. If not, upon startup, it should ask to pair. Yes, the button is a power button. Usually, I hold it in for about two seconds to power it up. There's no real need to power it down as it simply goes to sleep to conserve battery power when not in use. Mine lasts for months without shutting it off.
