Yes indeed. I have been googling this too and come up with nothing helpful. I cannot access the options if I cannot enable Keychain. later I may sign out and back in and see if that changes anything.

when choosing to approve the device from another device.  For example, if I wished to

with the iCloud Keychain item. And that gets me nowhere. What now?
