I can confirm the first item in your list said item being 
"1. You can't Shift-Tab to the mailboxes table as it will not appear in the tab 
order. So, for instance, if you are focussed in the messages list you need to 
tab several times until you wrap back around to the mailboxes table."


First, I encourage you to send your findings to Apple.

Second, let me say that this bug was first reported to Apple back in June so 
they are definitely aware of it.  

Third, in my setup, using the Standard View with a Preview Pane showing and the 
Favorites Bar hidden, a quick workaround is to Shift-tab until focus lands on 
an item, not expected, then simply tap the tab key and focus will land on the 
Mailboxes table.  

For example, when on the Message List Table, execute key-combo Shift+Tab.  
This, of course, should take focus back to the left landing on the MailBoxes 
Table.  However, in my setup, Focus is taken to the Search edit field.  I 
simply hit the Tab key and focus moves to the right, landing on the Mailboxes 
Table.  In the current build of the application, I must use 1 additional key 
tap to land on the Mailboxes table as compared to El Capitan.

2. If you are in the mailboxes table and press VO-Fn-Right Arrow (that’s 
VO-End), Mail freezes and needs to be restarted to continue using it.
3. I’ll admit I haven’t exhausted all possibilities here, but can’t change the 
contents of the favourites bar via VO’s drag and drop or via the “mouse button 
locking” method that used to work.
4. Unless you hide the favourites bar, each folder in the favourites bar now 
appears in the tab order. I’ll admit this is more of a “change in behaviour” 
than a bug.

Would love to hear your thoughts.
