The way favorites are added has not used vo period or vo coma for some time.  
The way to move mailboxes to your favorites.
1.  Highlight the mailbox you want to move
2. Do the mouse down command.  Vo command shift space bar.
3. Stop interacting with the mailbox list, go to favorites, and interact with 
it.
4. Place the mailbox on the 1 you want it right before, and then do the mouse 
up command.  Vo command, shift space bar.
Repeat this, until your mailboxes are the way you want them.  HTH
