I had some difficulty with it too initially. Make sure you interact with the second column in the second table. The first column just tells you whether the checkbox is checked or not. The second column tells you what the shortcut currently is. You need to interact with the cell first and move once to the right to land on the textedit field with the shortcut currently in place. Voiceover should say "selected" and then you press the new shortcut key combination. Move away and back to the same field to confirm the new shortcut.
