It is, but, you can do either. Just like CTRL+F2 is your menu bar, and
CTRL+F3 is your dock.

Hi,
Could anyone confirm this? Prior to OS Sierra, I used to invoke menu extra
with control+f8 key combination. Once there, I could use arrow keys to move
from menu item to menu item and then up and down arrows to open the
submenus. After installing OS Sierra, invoking menu extra with control+f8
doesn't always work and if it does, I have to use vo+arrow keys to move from
item to item. Does anyone else experience this? Is this a deliberate
change from Apple?
