I wonder. Was it searching your iCloud contacts though, or was it searching
only your contacts locally on your phone. Normally, yes, the two should be
identically the same, but I have! seen before though rarely, them get a bit
out of sync. I dono. It's just a thought.

Hi all,
A few minutes ago I did a search on my iPhone to try and figure out who a
phone number belonged to. I entered the number in the text field, but
Spotlight didn't find the contact. When I eventually figured out who the
number belonged to, I looked in Contacts and sure enough, the phone number
was there. I then went into Spotlight Settings, and Contacts is checked.
Is there something else I need to do to make Spotlight search for content
that is on my Phone?
