I can replicate this. I did not see it before Sierra. VO will just say how many rows are selected without saying what’s in them. The good news is this is easy to overcome. I think the bug may be in Voiceover focus not always properly tracking where you are. If you use the VO keys to make sure the scroll area is in Voiceover focus, the problem goes away.. I have not seen it consistently, but I can recreate it by stopping interaction with the scroll area.
