It may also be possible that when using only the arrow keys, you are
navigating through the textual layer of the document. The table that is
present is actually a separate layer to the textual content. Therefore,
when you use VO navigation, all elements of the page are announced, but just
arrow navigation will not actually see the table. Now, if there's textual
data after the table that is being missed, than I may need to refine my
findings.

Unfortunately, this is the only page for which it will do so. I reported
this problem to Apple about a year ago but nothing has been done.
However, without interacting with the page, VO-Right Arrow will take you
through all the items on the page starting with the headers, so you shouldn’t
miss anything.
As for the strange behaviour of this particular table, perhaps the problem
is the way it has been set to behave: stay on page or move with text.

arrow, I’m able to read line by line in the file. However, right before I
encounter the table, Voiceover dings at me, and won’t let me move any
further in the file. It’s almost like I’m at the bottom of the file, even
though I darn well know I’m not so.
If I then hit VO+Command+T I am able to jump to the table, then interact
with it, edit it, modify it, etc. but why on earth can’t I just arrow to
it to begin with? That honestly makes me a bit perturbed. If it’s doing
this, who knows what other content I may be missing in other documents by
arrowing vertically through them.
