Here again the only solution I know of is to just run windows on your Mac.

I don't know of such a beast, but I am curious if there is a particular
reason for why you need this functionality?  Is this some requirement for
your employer?  I know one can easily ignore the received receipt/read
receipt requests OUtlook generates and I do so for the most part.  So, not
sure this behavior is of any real value.
