Flash does not talk to the Macintosh accessibility layer and from what it 
sounds like, it never will. If your institution is creating flash materials 
using the Captivate tool, they should also be able to create an HTML 5 version 
of the materials.

The only other thing to do is to use a Windows VM for flash content.
